		<description>The Supreme Court decided on Monday against a federal common-law right to curb carbon dioxide pollution from power plants, a law that the states were hoping to use to reduce greenhouse gases . Justice Ginsberg said in the ruling, &quot; We hold that the Clean Air Act and the E.P.A. actions it authorizes displace any federal common-law right to seek abatement of carbon dioxide emissions from fossil-fuel-fired power plants.” This was an 8-0 vote, and the regulatory balance has now shifted to the E.P.A. and not congress. Will this improve regulation in this area?</description>
